cent of the 95 boarders being free scholars, and 30 per cent at reduced fees. In this respect the school is of grent assistance to the children of poor British parents in all parts of China. By the transfer to more suitable surroundings the school will be able to develop on the best lines, and under for more suitable conditions than heretofore.

I enclose a plan on which the site ad- -joining the Youmati Railway Station is shown edged in green. The Committee of management wished to acquire land up to the proposed 100 foot road, but I was unable to agree to this as the road frontage will be required for building purposes. I am propared, however, to grant a right of way to the site 30 feet wide from a convenient point on the road. The plan shows how it is proposed to accommodate the buildings and recreation grounds on the site. I propose that the Government should con- -tribute liberally towards the cost of the scheme (which is estimated to mount eventually to about $700,000) in the following manner:-
(a). By purchasing the present site of the school at a
cost of 1⁄2 a square foot, which for 44,955 aquaro fest amounts to a sum of 8134,865, and by paying $70,000 for the buildings, or a total of $204,365. (b). By leasing the land at Youmati without premium, and
on a nominal Crom rent of $20 a year. This would mean the sacrifice of a sum of 8151,462.79 mode up
as follows: -
